Increases penalties for third or subsequent excessive speeding offenses within five years from a petty misdemeanor to a misdemeanor, with mandatory jail time of 10-30 days and license revocation of 1-3 years

Increases license suspension for second excessive speeding offense within five years from 30 days to 90-180 days with absolute prohibition from operating a vehicle

Defines excessive speeding as driving 30+ mph over the posted speed limit or 80+ mph regardless of the speed limit

Authorizes courts to order forfeiture of the vehicle used in commission of a third or subsequent excessive speeding offense under Chapter 712A

Requires all persons convicted of excessive speeding to undergo identification processing, including fingerprinting and photographing, if not previously processed for the offense
