Prohibits any person or public water supplier from adding fluoride to Hawaii's public water systems

Preempts and voids all existing state and local laws, executive orders, ordinances, regulations, or rules that regulate fluoride use in public water systems

Amends Section 340E-7, Hawaii Revised Statutes, by adding a new subsection (k) to the list of prohibited acts for water suppliers

Legislative findings cite concerns that fluoride is a "presumed" hazard according to the National Toxicology Program, an endocrine disruptor linked to lower IQs in children, thyroid dysfunction, and other health issues

Takes effect upon approval by the governor
