Establishes the Aloha Intelligence Institute under the University of Hawaii's Office of the Vice President for Research and Innovation

Directs the institute to conduct interdisciplinary AI research in areas including climate resilience, sustainable agriculture, health care, renewable energy, creative media, advanced manufacturing, and cultural/linguistic preservation

Requires the institute to develop AI-related education programs including undergraduate/graduate degrees, faculty training, workforce development, K-12 outreach, and student pathways aligned with Department of Education efforts

Creates an advisory board led by a director, comprising representatives from UH, state agencies, technology/business/nonprofit sectors, and Native Hawaiian/cultural community leaders

Requires biannual reports to the legislature and governor on activities, finances, and recommendations; effective date set as July 1, 3000 (placeholder date)
