Bans platforms from sending notifications about addictive feeds to minors between 12 AM and 6 AM Hawaii Standard Time without parental consent

Requires operators to delete personal data of minors within 30 days of learning a user is under 18, unless processing is permitted under federal children's privacy law (COPPA), is strictly necessary, or consent is obtained

Mandates that platforms honor device-level signals indicating a user is or should be treated as a minor, including browser settings or privacy plug-ins

Authorizes the Attorney General to enforce violations with civil penalties up to $5,000 per violation, with enforcement beginning 180 days after the effective date of July 1, 2025
