Prohibits any committee from making a decision on a fiscal bill without first receiving a completed fiscal note for review

Changes how the legislative analyst is appointed and removed, shifting authority from a committee to a majority vote of each house in joint session, and sets salary equal to the legislative reference bureau director

Mandates all fiscal notes be attached to standing committee reports and made publicly available; appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 for office operations
