Requires the Department of Transportation to identify alternative emergency egress routes in Makakilo other than Makakilo Drive

If no alternative emergency egress route can be identified, the Department must plan for, design, and construct a new emergency egress route in Makakilo

Department of Transportation must submit a report with findings and recommendations to the legislature no later than 20 days prior to the 2026 regular session

Appropriates unspecified amount from general revenues for fiscal years 2025-2026 and 2026-2027 for planning, design, and construction of the emergency egress route

Effective date: July 1, 2025
