Amends Section 487-14, Hawaii Revised Statutes, to allow consumers who accept restitution through Office of Consumer Protection actions to still pursue separate civil claims under Chapter 480 for unfair or deceptive trade practices

Creates an exemption so that accepting restitution from the Office of Consumer Protection does not bar recovery of additional damages in private lawsuits against businesses engaged in unfair or deceptive acts

Maintains existing provisions allowing courts to hold corporate directors, officers, and agents jointly and severally liable for restitution payments

Preserves enhanced restitution awards (up to double the amount) for violations targeting or injuring elders

Takes effect upon approval
