Expands fee exemptions for disabled veterans with 100% service-connected disability ratings to include county vehicle registration fees, vehicle weight taxes, and highway beautification fees, in addition to existing state registration fee exemptions

Exemptions apply only to Hawaii residents who were other than dishonorably discharged and are limited to one non-commercial vehicle per qualifying veteran

Requires the Director of the Office of Veterans' Services to submit annual reports to the legislature and department of taxation on the total number of veterans qualifying for these exemptions

Amends vehicle weight tax statutes to explicitly include disabled veterans among exempt categories alongside other existing exemptions

Takes effect July 1, 2025
