Defines "service disruption" to include construction noise, pest infestations (bed bugs, lice, rodents), unavailability of advertised amenities for 24+ hours, utility outages, strikes, lockouts, or demonstrations creating noise

Mandates that guests may cancel reservations without fees, penalties, or forfeited deposits when a service disruption exists or is likely to occur during their stay

Requires notifications to describe the nature of the disruption, its effect on reservations, and the guest's right to cancel with a refund; notifications must appear in larger font and different color if included with other communications

Establishes treble damages (three times the overcharged amount) for hotelkeepers who violate the notification and cancellation requirements; effective July 1, 3000
