Eliminates Hawaii's separate registration requirements for out-of-state medical cannabis patients, allowing them to use their valid home state medical cannabis card and photo ID instead of registering with the Department of Health

Removes the requirement for an initial in-person consultation before physicians and advanced practice registered nurses can certify patients for medical cannabis via telehealth

Prohibits the Department of Health from charging fees for initial or renewal medical cannabis registration certificates for qualifying patients

Repeals Section 329-123.5 entirely, which had established a 60-day registration system with fees for out-of-state patients and allowed the department to suspend out-of-state registrations during supply shortages

Requires dispensaries to accept valid medical cannabis cards issued by other states, U.S. territories, or the District of Columbia as identification for qualifying out-of-state patients
