Creates a new licensing system for "cultivation site collectives" allowing groups of primary caregivers to cultivate medical cannabis together, with annual license fees of $2,500 and limits of 1,000 square feet for indoor and 5,000 square feet for outdoor mature plant canopy

Expands qualifying patient rights to include cultivating up to 250 square feet of flowering canopy, possessing up to 8 pounds of usable cannabis, manufacturing cannabis products, and furnishing up to 2.5 ounces to other qualifying patients without remuneration

Eliminates registration requirements for qualifying out-of-state patients, allowing them to use valid medical cannabis cards from their home jurisdiction without registering with Hawaii's Department of Health

Establishes civil penalties for possession of excess cannabis ($350-$600 fine for up to 4 ounces over limit, $700-$1,000 for more), with revocation of privileges for second violations

Strengthens nondiscrimination protections for medical cannabis patients and cultivation licensees in employment, education, housing, child custody, and tenant eviction situations, with exceptions for federal compliance requirements
