Establishes a shipping container inspection program, led by the Department of Law Enforcement in collaboration with the Department of Defense and Department of Transportation, to randomly inspect containers arriving in Honolulu for illegal fireworks and explosives using x-ray machines and explosive-sniffing dogs, beginning no later than October 1, 2025

Creates a $1 fee per shipping container arriving in the State, effective July 1, 2025, with proceeds deposited into a new shipping container inspection program special fund

Requires inspections to be conducted in non-active harbor areas to avoid disrupting shipping operations, with offsite inspections completed within 24 hours of arrival at final drop-off locations

Amends definitions of "aerial device" and "fireworks" in state law to include devices that emit flaming fireballs and clarifies classification standards under federal regulations

Mandates the Department of Law Enforcement to submit implementation reports to the legislature prior to the 2026 and 2027 legislative sessions, including costs, operational estimates, and proposed legislation
