Mandates that surrogates and intended parents each be represented by separate independent licensed attorneys before executing the agreement, with signatures notarized or witnessed

Prohibits embryo transfer procedures or injectable medication preparation until the assisted reproduction agreement is fully executed

Allows parentage actions to be filed before a child's birth in family court, with properly executed agreements rebutting presumptions that the surrogate or surrogate's spouse is the legal parent
