Establishes the "Health Care Access Protection Act" to extend protections currently in place for reproductive health care services to also cover gender-affirming health care services in Hawaii

Prohibits Hawaii courts from enforcing laws from other states that authorize removing children from parents who allow them to receive gender-affirming health care services

Protects health care providers (physicians, nurses, pharmacists, mental health counselors, marriage and family therapists, psychologists) from license revocation, suspension, or disciplinary action in Hawaii based on out-of-state penalties for providing gender-affirming care that is lawful in Hawaii

Bars Hawaii agencies from providing information or resources to out-of-state investigations targeting individuals who seek, receive, provide, or assist with gender-affirming health care services lawful in Hawaii

Grants Hawaii courts temporary emergency jurisdiction over child custody cases when a child is present in the state to obtain gender-affirming health care services, and prohibits declining jurisdiction in favor of states that limit access to such services
