Establishes mandatory nurse-to-patient staffing ratios for hospitals, home care agencies, and adult residential care homes, with ratios varying by care type (1:1 for critical care, operating rooms, and trauma; up to 4:1 for medical-surgical and psychiatric units)

Prohibits healthcare facilities from using electronic monitoring, video surveillance, or artificial intelligence systems to substitute for direct patient care by registered nurses

Requires facilities to maintain and publicly disclose staffing records, including patient counts, nurse assignments, and duty hours for each shift, with records retained for at least three years

Authorizes fines of up to $10,000 per day for staffing violations and up to $25,000 per day for interfering with nurses' professional judgment or retaliating against nurses who report unsafe practices

Takes effect January 1, 2026, with exemptions only during declared states of emergency (excluding labor disputes or chronic understaffing)
