Appropriates unspecified funding from general revenues for fiscal years 2025-2026 and 2026-2027 to the Department of Education for school safety positions

Creates a targeted violence prevention and threat assessment program manager position to develop statewide behavior threat assessment framework and coordinate with the Office of Homeland Security, University of Hawaii, and other organizations

Establishes a fire safety and security technology program manager position to oversee fire safety and security technology initiatives, ensure schools pass annual fire safety inspections, and assist with fire alarm system installation and maintenance

Addresses school safety needs including active threat response training, hazardous material disposal, safety equipment, threat assessment and reporting, and fire safety compliance

Takes effect July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
