Authorizes the Department of Education to establish a program awarding high school diplomas to veterans who were compulsorily or voluntarily inducted into U.S. armed services while enrolled in Hawaii high schools during World War II (December 1, 1941 - August 30, 1945), the Korean War (June 1, 1950 - July 31, 1953), or the Vietnam War (August 1, 1964 - January 31, 1973)

Extends diploma eligibility to any person whose high school education was interrupted due to wartime practices during these three conflicts, regardless of military service

Applicants must have been residents of the State or Territory of Hawaii and must not have completed their high school curriculum or received a diploma

Requires applicants to submit eligibility information on forms prescribed by the Department of Education

Effective date set as July 1, 3000 (placeholder date indicating further legislative action needed)
