Prohibits condominium associations (Chapter 514B) and planned community associations (Chapter 421J) from charging filing fees, application fees, or similar fees to unit owners seeking approval for property improvements

Applies to applications to improve, alter, repair, or renovate any portion of a unit owner's property, including exterior portions of the unit

Does not apply retroactively—rights, duties, penalties, and proceedings that existed before the effective date remain unaffected

Takes effect upon approval by the Governor
