Defines "de minimis infraction" as a technical violation of condominium bylaws, rules, or regulations that results in no more than three complaints from separate units per calendar year or a fine of $500 or less per violation

Prohibits condominium associations and boards of directors from enforcing penalties for de minimis infractions

Requires associations to provide persons assessed charges, penalties, or fines the right to appeal to the board of directors with notice and an opportunity to be heard

Mandates that associations give written notice to accused violators informing them of their appeal rights

Applies the same appeal rights and notice requirements to tenants accused of violating association declarations, bylaws, or rules
