Allows residential tenants who prevail in lawsuits against landlords for violations of Hawaii's Residential Landlord-Tenant Code (Chapter 521) to recover damages, reasonable attorney's fees, and court costs

Sets minimum damages for prevailing tenants at $1,000 or three times the actual damages sustained, whichever is greater

Adds a new section to Part VI of Chapter 521, Hawaii Revised Statutes, establishing these recovery amounts

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date

Takes effect upon approval by the Governor
