Mandates a classification system to identify, assess, and prioritize school projects in categories including critical infrastructure (fire alarms, electrical, roofing, air conditioning), expansion, functional enhancements, and legal compliance

Requires the authority to submit an annual report by August 15 to the legislature, governor, Board of Education, and superintendent with prioritized project lists and capacity utilization analysis

Appropriates unspecified amounts from general revenues to the school facilities special fund for fiscal years 2025-2026 and 2026-2027 to establish the initiative, with an effective date of July 1, 3000
