Prohibits the sale of motor-equipped bicycles except for low-speed electric bicycles as defined under federal law (15 U.S.C. section 2085)

Requires sellers of low-speed electric bicycles to provide purchasers with educational materials on safe operation and applicable laws

Directs the Department of Transportation to make educational materials available to sellers of low-speed electric bicycles

Raises the minimum age to operate a low-speed electric bicycle from 15 to 16 years old
