Increases the valuation threshold for special management area (SMA) minor permits from $500,000 to $1,000,000 for development projects with no substantial adverse environmental or ecological effects

Creates a new category of SMA minor permits specifically for construction or reconstruction of single-family homes under 7,500 square feet of floor area

Applies the single-family home provision to properties on shoreline parcels or parcels impacted by waves, storm surges, high tide, or shoreline erosion

Excludes single-family projects that are part of a larger development from qualifying for the minor permit process

Takes effect upon approval by the Governor
