Requires all new state buildings constructed on or after July 1, 2025 to consider hurricane resistant criteria in design and construction for the capability of providing shelter refuge

Expands existing hurricane resistance requirements from only public schools to all state buildings

Replaces a previous subsection of law (established by Act 84, Session Laws of Hawaii 2018) that was declared unconstitutional by the Hawaiʻi Supreme Court in League of Women Voters of Honolulu v. State of Hawaii (2021)

Amends Section 107-27, Hawaii Revised Statutes, governing design standards for state building construction
