Creates a special license plate commemorating the Office of Hawaiian Affairs (OHA) and its work to improve Native Hawaiian well-being through advocacy, research, community engagement, and land management

Requires the Director of Finance of Honolulu, in consultation with other county finance directors, police chiefs, and OHA representatives, to design the plate meeting specific standards (proper size, no trademark violations, no obscene imagery, no commercial advertising, no religious or discriminatory content)

Establishes fees including a base cost covering production and administration plus a fundraising fee, with potential additional renewal fees; failure to pay renewal fundraising fees results in plate revocation

Directs fundraising fee revenue to be deposited in a separate county budget account for OHA

Authorizes revocation of all special plates if fewer than 150 vehicle owners obtain them within three years of the first issuance
