Working group membership includes 15 members representing state agencies (education, health, human services, labor, transportation), judiciary, University of Hawaii, workforce development council, and four private sector/nonprofit representatives appointed by legislative leadership

Requires review of existing data sharing capabilities, including gaps in tracking high school graduates into the workforce, barriers to cross-departmental data sharing, and needs for technology modernization

Working group must recommend a governance structure including a centralized coordinating agency, formal protocols for interagency collaboration, public-facing dashboards, and guidelines for artificial intelligence use

Appropriates unspecified general fund amounts for fiscal years 2025-2026 and 2026-2027, with effective date of July 1, 2025
