Renames the "Electric Bicycle and Electric Moped Rebate Program" to the "Electric Mobility Device Rebate Program" and expands coverage to include adaptive electric bicycles and electric micro-mobility devices (one-wheels, electric skateboards)

Lowers the minimum age eligibility from 18 to 15 years old and extends rebates to non-profit organizations registered in the State

Establishes three classes of electric bicycles based on motor assistance type and speed limits (Class 1: pedal-assist up to 20 mph; Class 2: throttle up to 20 mph; Class 3: pedal-assist up to 28 mph with speedometer)

Creates an additional assistance rebate for low-income individuals who qualify for programs like SNAP, Section 8 housing, free/reduced lunch, or who don't own a four-wheeled vehicle, or are enrolled in school

Requires the Department of Transportation to submit annual reports to the legislature detailing rebates by zip code, amount, and type, and establishes penalties for modifications that alter device classification after purchase
