Office of Hawaiian Affairs must identify all legislative districts in Hawaii where Native Hawaiians comprise at least 25% of the population

Districts meeting the 25% Native Hawaiian population threshold will be designated as "Native Hawaiian notable districts" for purposes of representation and recognition

Amends Chapter 10 of Hawaii Revised Statutes by adding a new section

Effective date set for July 1, 3000 (placeholder date indicating legislative intent to delay implementation)
