Requires all Hawaii youth and adult correctional facilities, including privately contracted facilities, to provide free voice communication services to incarcerated persons, with no charges to either party on the call.

Prohibits state agencies from deriving any revenue or financial benefit from communication services provided to incarcerated individuals in correctional facilities.

Mandates that in-person visitation programs be maintained and cannot be replaced by communication services.

Directs the Public Utilities Commission to establish service quality standards and rules for the free voice communication services, with a report due to the legislature before the 2027 session.

Appropriates unspecified funds for fiscal year 2026-2027 to the Department of Corrections and Rehabilitation for free voice communication services and for the Statewide Automated Victim Information and Notification system.
