Requires the Department of Corrections and Rehabilitation to assist inmates in obtaining civil identification cards as soon as practicable but at least one year before their parole or release date, rather than only during the final year of their sentence

Mandates assistance for inmates to obtain birth certificates, social security cards, and other identification documents needed for workforce transition, social services access, Medicaid eligibility, and housing at least one year before release

For inmates released to work furlough, extended furlough, or community placement programs, the department must provide forms necessary for civil identification cards and other identifying documents at least 90 days before release

Amends Section 353H-32 of Hawaii Revised Statutes to change the timing language from reactive ("who have one year or less remaining") to proactive ("as soon as practicable")

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed)
