Directs the Department of Land and Natural Resources to conduct a carrying capacity study of Kikiaola Small Boat Harbor in Kauai County, assessing how many people and activities the harbor can sustain without degrading natural resources, cultural resources, or visitor/resident experiences

Requires the study to evaluate whether commercial tour operators have been allowed to increase passenger numbers without proper review of impacts on harbor infrastructure and natural resources

Mandates assessment of current and potential visitor use restrictions and management practices, along with proposed long-term management options to protect natural resources and native species

Requires consultation with Kauai County, relevant community organizations, and other entities during the study process

Appropriates an unspecified amount from general revenues for fiscal year 2025-2026, with a report due to the legislature no later than 20 days before the 2026 regular session; effective July 1, 2025
