Removes the geographic restriction limiting neighborhood board members to attending meetings only on Oahu, allowing board members statewide to attend meetings or presentations related to official board business

Allows board members to attend public meetings or presentations on official business without it constituting a formal board meeting, provided the event is open to the public, free, and not exclusively organized for board members

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed)
