Establishes a three-year compensatory time cash-out pilot program for Department of Corrections and Rehabilitation employees working in state correctional facilities, effective July 1, 2025

Allows eligible employees to voluntarily receive a cash allowance equivalent to up to 75% of their compensatory time off accrued each fiscal quarter

Eligibility requires employees to have fewer than 24 hours of compensatory time off during that quarter, with additional rules to be established through collective bargaining agreements

Requires annual reports to the legislature before the 2026, 2027, and 2028 sessions detailing participation numbers, overtime changes, program costs, and cash-out percentages

Appropriates unspecified general fund amounts for fiscal years 2025-2026 and 2026-2027 to implement the program
