Requires anyone under 16 years old to wear a properly fitted and fastened safety helmet while operating a skateboard on streets, roadways, bikeways, or other public property

Helmets must be designed to protect against head trauma and tested by a nationally recognized agency such as the National Highway Traffic Safety Administration, National Safety Council, or Children's Safety Network

Does not override county ordinances that may prohibit or further regulate skateboard use

Cites research showing approximately 100,201 emergency room visits nationwide from 2009-2018 related to head and face trauma from skateboarding
