Creates a new expedited process allowing property owners to request law enforcement immediately remove unauthorized occupants (squatters) from residential dwellings without going through traditional eviction proceedings

Requires property owners to submit a verified complaint to law enforcement, who must confirm ownership and serve a notice to immediately vacate by hand delivery or posting on the door

Excludes current or former tenants with rental agreements, immediate family members of the property owner, and situations with pending litigation from this expedited removal process

Allows law enforcement to charge fees for serving the notice (same as writ of possession under section 666-11) and a reasonable hourly rate to stand by while owners change locks and remove occupants' belongings

Establishes civil cause of action for wrongful removal, entitling harmed persons to restoration of possession, actual costs, triple fair market rent damages, court costs, and attorney fees
