Prohibits smoking cannabis in any publicly accessible area, including school grounds, public parks, beaches, recreation centers, and youth centers

Bans cannabis smoking on all state, county, and federal property, including land, facilities, buildings, and vehicles

Amends the definition of "smoke" or "smoking" in Hawaii law to explicitly include cannabis alongside tobacco products

Applies smoking restrictions to both traditional cannabis smoking and electronic smoking devices

Adds public smoking prohibition to existing medical cannabis use restrictions, effective July 1, 2025
