Amends Hawaii's Gender Affirming Treatment Act (Act 39, 2022) to require insurance carriers to consider the most recent World Professional Association for Transgender Health (WPATH) Standards of Care when determining medical necessity for gender affirming care services

Requires that any denial of gender affirming care as "cosmetic" or "not medically necessary" must first be reviewed by a healthcare provider or mental health professional with current experience in gender affirming care

Mandates that coverage denials and appeal determinations include the training/expertise of reviewers and a plain-language, patient-specific explanation of why the service was denied

Prohibits insurers from denying coverage based solely on classifying a person's gender identity as a behavioral health condition, and expands the list of covered services to include both feminizing and masculinizing procedures

Requires insurers to make information about gender transition service coverage and appeal processes available on publicly accessible websites
