Creates the Hawaii Kratom Consumer Protection Act, requiring all kratom products sold in the state to be registered with the Department of Health beginning January 1, 2026

Prohibits sale of kratom products containing more than 2% 7-hydroxymitragynine in the alkaloid fraction, controlled substances, synthetic cannabinoids, or products designed to be attractive to children, combustible, or injectable

Mandates specific labeling requirements including warnings against use by minors, pregnant or breastfeeding individuals, a statement that kratom may be habit forming, recommended serving sizes, and alkaloid content disclosures

Bans sale of kratom products to persons under 18 years of age, with repeat violations within one year constituting a misdemeanor and sales of products containing controlled substances constituting a class C felony

Authorizes the Department of Health to seize and destroy unregistered products, revoke registrations for non-compliance, and requires manufacturers to provide third-party laboratory testing certificates demonstrating product safety
