Establishes a Data and Artificial Intelligence Governance and Decision Intelligence Center within the Office of Enterprise Technology Services, under the authority of the Chief Data Officer

Center responsibilities include creating a statewide data sharing memorandum of understanding, implementing data/AI governance tools, and developing a statewide master citizen record to improve interoperability across agencies

Motivated by lessons from the Maui wildfire, which highlighted critical needs for timely data sharing among state agencies and external service providers for housing, medical, and educational support

Appropriates unspecified total funding for fiscal years 2025-2026 and 2026-2027 to establish 8 permanent full-time positions including data quality specialist ($70,000), data privacy specialist ($70,000), master data architect ($120,000), data/AI architect ($120,000), data/AI engineer ($110,000), data/AI scientist ($120,000), data/AI analyst ($70,000), and open data coordinator ($70,000)
