Prohibits the Department of Land and Natural Resources and its board from disposing of, approving the use of, or setting aside public lands for immigration detention facilities

Bars all state and county agencies from contracting with the federal government for establishing immigration detention facilities on public lands

Prohibits state and county agencies from processing any permits related to establishing immigration detention facilities on public lands

Defines "immigration detention facility" as a facility to incarcerate individuals undergoing deportation proceedings to determine whether they will be deported or allowed to remain in the United States

Takes effect upon approval by the Governor
