Removes the loophole allowing owners of multiple parking facilities to meet electric vehicle charging requirements in aggregate across different properties, now requiring each parking lot with 100+ spaces to independently comply with charging station requirements

Grants counties explicit authority to adopt ordinances regulating electric vehicle charging systems for places of public accommodation with fewer than 100 parking spaces

Maintains the existing requirement that places of public accommodation with at least 100 parking spaces must have at least one parking space equipped with an electric vehicle charging system

Allows counties to establish penalties for failure to comply with charging station requirements or maintain charging systems in working order

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed)
