Requires the Hawaii Community Development Authority to prepare environmental impact statements for two transit-oriented development infrastructure improvement districts on Oahu: Iwilei/Kapalama and University of Hawaii West Oahu

Environmental impact statements must analyze the effects of any necessary infrastructure improvements to each district

Environmental impact statements must also analyze the effects of building to the maximum extent of the entire zoned capacity of each district

Effective date set to July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
