Requires the Office of Planning and Sustainable Development to create a fiscal impact model to assess costs and benefits of land use development projects and regional infrastructure investments, customized for each county

Establishes a steering committee co-chaired by the directors of the Office of Planning and Sustainable Development and the Department of Finance, including representatives from the Department of Taxation, DBEDT, and county budget/finance and planning directors

The model must allow mapping of state and county revenues and costs by land use type, compare fiscal productivity of development patterns at the parcel level, and include geo-referenced visual mapping for public accessibility

Appropriates $300,000 per year for fiscal years 2025-2026 and 2026-2027 for model development, plus $150,000 per year to hire one temporary planner (1.0 FTE) to manage the project

Requires a report to the legislature no later than 20 days before the 2027 legislative session; effective date set as July 1, 3000 (placeholder date)
