Prohibits construction, modification, or expansion of waste or disposal facilities (including municipal solid waste landfills and construction/demolition landfill units) on land above a significant aquifer as determined by the Department of Health

Reduces the required buffer zone around new or expanded waste or disposal facilities from one-half mile to one-quarter mile from the nearest residential, school, or hospital property line

Existing properly permitted waste or disposal facilities may continue operating without meeting buffer zone requirements unless they require physical expansion (vertical or horizontal) that needs additional permitting

Exempts individual, state-certified, non-industrial redemption centers from the waste or disposal facility definition

Takes effect July 1, 2025
