Establishes a Cesspool Conversion Section within the Department of Health's Wastewater Branch to facilitate the conversion of Hawaii's 80,000+ cesspools, which discharge approximately 50 million gallons of wastewater into groundwater daily

The new section will manage state financing options, federal and state grants, and public outreach and education for cesspool conversions

The section will assist cesspool owners with compliant conversions, which includes connecting to sewerage systems or upgrading to director-approved wastewater systems
