Establishes tiered organic waste diversion requirements: Tier 1 (January 1, 2027) for large food vendors, grocery stores over 10,000 sq ft, hotels, and entities generating 1+ ton/week; Tier 2 (January 1, 2030) for restaurants, schools, state agencies, and entities generating 0.5+ ton/week; Tier 3 (January 1, 2034) for multifamily complexes and entities generating 0.33+ ton/week

Bans all organic waste from landfills and co-generation plants by January 1, 2040, including waste from single-family residences

Updates statewide solid waste reduction goals to 40% by January 1, 2027 and 70% by January 1, 2035, replacing outdated 1990s targets that were never met

Requires each county to incorporate organic waste diversion plans into their next integrated solid waste management plan revision

Appropriates unspecified funds to the Department of Health for fiscal years 2025-2026 and 2026-2027; effective date set to July 1, 2050
