State projects on state lands are exempt from county building permit, inspection, and certificate of occupancy requirements when compliant with applicable building codes (construction, electrical, energy conservation, plumbing, and sidewalk standards)

Counties must accept dedication of state projects that qualify for the exemption from county permitting requirements

State projects remain subject to all other state and county laws, including zoning regulations, master plans, building codes, and health codes

"State project" is defined as any work or improvement on state-owned lands developed, constructed, reconstructed, rehabilitated, or repaired by any state agency
