Amends Hawaii's Constitution to establish a continuous legislature meeting at least once monthly year-round, beginning January 2029, replacing the current 60-day annual session

Requires the state budget to pass and be submitted to the governor at least 45 days before the end of each fiscal year

Gives the governor 90 calendar days to approve or veto bills (replacing the current 10/45-day system tied to adjournment), with bills automatically becoming law if not acted upon

Directs the Commission on Salaries to convene by November 2027 to recommend new legislator salaries effective January 2029, reflecting the shift from part-time to full-time status
