Extends Hawaii's statewide energy-efficiency portfolio standard target date from 2030 to 2045 and increases the goal from 4,300 gigawatt hours to 6,000 gigawatt hours of cumulative persisting electricity savings

Adds new interim energy efficiency goals for 2030, 2035, and 2040 (in addition to existing 2015, 2020, and 2025 goals) to be established by the Public Utilities Commission

Defines "cumulative persisting electricity savings" as total electric energy savings from measures installed since January 1, 2009 that remain operational and have not reached the end of their useful lives

Authorizes the Public Utilities Commission to adjust both the 2045 standard and interim standards by rule or order to maximize cost-effective energy-efficiency programs and technologies

Requires the commission to continue evaluating energy-efficiency portfolio standards every five years to determine if they remain effective and achievable
