Authorizes the Department of Health to use the Deposit Beverage Container Deposit Special Fund to evaluate and deploy reverse vending machines statewide for recyclable market development

Reduces the distance exemption for beverage dealers from operating redemption centers from two miles to one-half mile from an independently operated certified redemption center in high density population areas

Eliminates exemptions for dealers who demonstrate physical or financial hardship or meet other director-established criteria from the requirement to operate redemption centers

Allows establishment of regional centers for redemption of refillable beverage containers, but only as supplements to (not replacements for) existing dealer redemption requirements

Effective date set for July 1, 3000 (placeholder date)
